WHAT IS GSA ADVANTAGE?

 

GSA Advantage is a platform run by the General Services Administration (GSA) to streamline the procurement process for government agencies and offer a wide range of products and services to the federal government. FASt Lane: The Federal Acquisition Streamlining Act (FASA) was enacted in 1994 to simplify and streamline the federal procurement process. FASt Lane is the GSA's online platform for processing GSA Schedule Contracts and offers a faster, more efficient, and user-friendly means of obtaining a contract.

 

MAS: The Multiple Award Schedule (MAS) program is the primary means by which GSA offers a wide range of products and services to other federal agencies. GSA Schedule Contracts are part of the MAS program.

 

FSSI: The Federal Strategic Sourcing Initiative is a GSA program that leverages the government's buying power to achieve cost savings and improve the quality of products and services purchased by the government.

 

eBuy: eBuy is the GSA's online reverse auction platform that provides government agencies with a means of obtaining the lowest price for goods and services.

WHO IS ELIGIBLE FOR GSA SCHEDULE CONTRACTS?

Legal eligibility: The business must be a legally organized and operating company, either as a sole proprietorship, partnership, corporation, or cooperative.

 

Commercial experience: The business must have a proven track record of selling the products or services it intends to offer on GSA Advantage.

HOW SMALL BUSINESSES CAN JOIN AND WIN IN GSA ADVANTAGE?

 

Small businesses interested in joining GSA Advantage can follow these steps:

 

Research: Research GSA Advantage and the GSA Schedule Contract program to understand the requirements and benefits of participating. This will help the small business determine if it is a good fit for its products or services. 

 

Prepare: Prepare a comprehensive proposal that includes a detailed description of the products or services the small business intends to offer, as well as information on the company's commercial and technical capabilities, experience, and financial stability.

 

Apply: Submit a proposal through the GSA eOffer system, which is used to evaluate and award GSA Schedule Contracts. The application process can be complex and time-consuming, so the small business needs to be thorough and provide all the required information.

 

Negotiate: If the proposal is accepted, the small business will enter into negotiations with the GSA to determine the terms and conditions of the contract. This will include setting the prices, delivery schedules, and other details related to the products or services offered.

 

Execute: Once the negotiations are complete and the contract is executed, the small business can begin selling its products or services on GSA Advantage. This is the most difficult step, and where most small businesses fail. It's important to note that the process of joining GSA Advantage can take several months and requires significant effort from the small business. However, the benefits of having a GSA Schedule Contract can make it worth the effort for many small businesses looking to expand their reach and increase their sales to the government if they first understand how to market, win, administer, and execute government contracts.

 

GSA ADVANTAGE: SMALL BUSINESS INCUBATOR:

 

There are thousands of companies on the GSA Advantage program and tens of thousands of products and services available in the GSA marketplace. Many companies spent a lot of time and effort trying to get into the GSA Advantage program but don’t secure any significant sales after getting on it. This is because of several issues:

 

  • Small businesses lack an understanding of how the federal government procures products and services and what other options are available for selling to the government. 

 

  • Small businesses have little to no understanding of how to conduct market development (creation of opportunity), business development (shaping of opportunity), and finally sales development (making the sale) in the federal government. 

 

  • Small businesses have little understanding of how to administer and execute large government contracts, programs, and projects. This can lead to poor performance and no future contracts.

 

  • Small business websites are poorly developed, lack appropriate product or service content, have minimal educational videos, are not SEO optimized, and have a low domain and page rank. 

 

SMALL BUSINESS INCUBATOR TOOLS: 

 

Selling to the federal government is very different than selling to the commercial or private sector. This is an art and a science, a process, and a bureaucracy that needs to be learned. WHO CAN BUY THROUGH GSA ADVANTAGE?

In addition to government agencies, authorized contractors, subcontractors, and other organizations that support the government can also purchase products and services through GSA Advantage.
